SOC-E will participate in DPSP Europe 2025

SOC-E will participate in the upcoming 19th IET Conference on Developments in Power System Protection (DPSP Europe 2025) that will be hosted in Bilbao. Where, it will present in collaboration with CIRCE the article “remote, automated and configurable testing and procedures for digital saswith process bus – solution design and development and interoperability andconfiguration challenges”. The article focuses on the development of the Remote Test Set (RTS) project, which led to the creation of RELY-TEST.

The Digital Substation concept is reaching its maturity and has now become the go to solution for the new generation of Substation Automation Systems (SAS). However, the engineering and testing of these substations require significant effort of these projects. In this context, there exists a specific part of IEC 61850 (TR 10-3, 2022), where requirements and procedures for substation and functional testing are defined.

IEC 61850-10-3 provides comprehensive guidelines for the procedures and equipment involved in functional testing of digital substations. It also outlines a specific set of test system requirements and introduces key enhancements over legacy solutions, such as message simulation and subscription, client capability, role-based access and digital time synchronisation.

The RELY-TEST has been developed to provide customisable publication (GOOSE, SV) and subscription (GOOSE) to IEC 61850 multicast streams, support SCD files for message emulation and test configuration, and enable pseudocode-based automation and parameterisation of individual tests. In fact, it can inject 24 SV simultaneously, enabling extensive testing with a single device and significantly reducing costs. Its design facilitates integration into both real and emulated environments while offering remote and secure access for a qualified operator to configure and run the necessary tests. Finally, the RELY-TEST supports both HSR and PRP redundancy protocols, ensuring seamless integration into IEC 61850 networks. This capability allows it to be installed in both the process bus and the station bus, providing flexibility for diverse testing environments.

During this last year, Iberdrola/i-DE has been able to validate the device’s performance under real operating conditions, verifying its interaction with DSO systems and real IEDs, thereby validating its interoperability. The evaluation confirms that RELY-TEST is a viable digital substation remote testing unit, offering flexibility for multi-vendor environments through IEC 61850 services and protocols.
